    Yes, why not. You-tube has many videos from where you can learn. Its not that hard, but requires some practice and patience.
    Some cities in india, now do carry the basic quilling tools. You can also buy them online...for instance I found this link -

    Loved your work...really a big fan and admire the work...I am not a crafter but was trying to make a little hamper for my niece...i really liked some of your tags.

  14. I am sorry , I don't know where you can find them in chennai. But I have ordered through craftuniverse.com , and they are really good. On checkout you can select the option Cash on Delivery, so you won't have to give any credit card details. If online payment is the issue, they also give you the option that you can deposit cash in their bank account and they will send you the order. For their account details you can contact their customer care online or call them. I hope this helps....thank you!
